He understands technical systems well enough to define what needs to happen, where, when, why, and how the workflow should behave. He produces detailed requirements, diagrams, logic, and acceptance criteria, and can work directly with development teams through QA and launch.
He can configure business-facing UI systems when appropriate, but does not market production coding as a service.
